Andrew Heaney - Executive Director of Strategy and Regulation, Carphone Warehouse

Andrew joined Carphone Warehouse as Executive Director of Strategy and Regulation in 2007.  He is responsible for developing Carphone’s commercial strategy and approach in key areas of regulation and public policy such as LLU, BT’s Undertakings, NGA and copyright.

Prior to joining CPW, Andrew was a Competition Policy Director with Ofcom responsible for developing and implementing Ofcom’s strategy and policy for LLU and broadband products.   Andrew played a leading role in developing the equivalence and functional separation model and BT’s undertakings and was responsible for Ofcom’s oversight of the implementation of the undertakings.

Before Ofcom, Andrew was a Partner with Spectrum Strategy Consultants leading their fixed telecoms group advising operators, regulators, investors, major customers and government on policy, strategy and business development both in the UK and other major economies. Andrew is married with five children.
